OT, but 'General'

OK, I know I'm not the only one with this problem. Besides creation and maintenance of the infrastructure required for hosting web sites, I build web sites for a living. The biggest problem I have is graphic design. I can do it, but it takes far too long.

I have been all over the templates sites for ideas, but usually roll my own when I see something I like.

Questions:
How do I find freelance graphic designers?
How do I know what is appropriate to pay such a person?

For free-lance designers, I would think Craig's List might be a place you would look. This might give you some idea of what the market will bear, also.

And no, I'm not interested. ;)
